Everyone loves the iconic flapper dress because it's stylish and fun, and it also makes a great Halloween costume. This dress is easy to make and the materials are cheap.
Measure from your child's armpit to the knee. Add two inches for the elastic casing and hem. Cut a 44" rectangle of fabric (fabric width) by that measurement. Turn the top edge of the fabric down 1-1/2” and press with a hot iron. This will later become your casing. Add the fringe in rows on the front of the dress.Sew on the fringe with a sewing machine or use permanent fabric glue to hold it in place.
Fold the dress in half widthwise and sew the back seam of the dress.
Cut four pieces of 18" ribbon for the bows at the top of the dress. Fold over the 1-1/2" casing you previously ironed. This will form the casing for the elastic. Measure 5" from each side and pin the four ribbons in place, one on each side so they can be tied at the top of the shoulder.
Sew 1/4” from the top and 1/4” from the bottom of the casing. This will hold the ribbons in place and create a space for the elastic to fit through. Leave a 2” opening in the end to push the elastic through. Measure the circumference of the child's chest. Take two inches from this measurement to ensure a good fit, and cut the elastic to that size. Attach a large safety pin to one end of the elastic and insert it through the casing.
When the elastic has gone all the way around, bring the two ends together.
Reattach the elastic to the shell and sew up the opening.
Fold the bottom of the dress over and add some boas and you're good to go.
