On Halloween eve, greet trick addicts with illuminated papier-mâché lights that you can hang from trees or from your porch.

Inflate the balloons to about 4 to 6 inches. Set aside. Prepare the papier-mâché paste by mixing white glue and water (4 parts glue to 1 part water) in a bowl until well combined and the paste is smooth.
Cut the coffee filters into quarters.
Brush a thin layer of papier-mâché paste on both sides of the filter and stick it to the balloon.
Cover each balloon with four layers of coffee filters.
Repeat until all remaining balloons are covered. Tie the balloons to a string at least 5 inches apart and hang to dry overnight.
When the papier-mâché is completely dry, cut off the tops where the balloons are knotted. This should pop the balloon. Thread the skewer through the neck of the capsule near the opening so you have two holes on each side. Thread the rope through the holes and tie a knot. Hang the pods from a porch or tree. Vary pod heights in groups. Break and shake the glow sticks and slide them into each capsule.
