Tie each strip of tulle in the center around the slits at the bottom of the shirt (Image 1). Place several strips of tulle in each opening of the shirt. Continue all the way around the bottom of the shirt until you've used all of the tulle (Image 2).
You will probably notice that where the tulle meets the shirt, there will be some gaps. This is where the extra tape comes in handy. Tie thick pieces of ribbon in loose knots around the top of the tulle. If you have enough ribbon you can make them into bows. This will cover the gaps between the shirt and the skirt.
Cut the tape:two 1-1/2" pieces and two 1/2" pieces. Apply Fray Check to the raw edges of each piece and allow to dry.

Pinch one of the 1-1/2” pieces in the middle (Image 1). Wrap one of the 1/2” pieces around the pinched center and then bring those edges together at the back. Use a needle and thread to sew the center back to secure the bow (Image 2). Repeat for the second arch. Sew the bows to the bottom of the sleeves of the t-shirt (Image 3).
To make the princess crown, you will need to download the crown pattern. Print the template at full scale; do not resize Choose the type of wreath you want and cut out the pattern piece. Cut a piece of Phoomph to the pattern.
Follow the instructions on the Phoomph package and adhere the fabric to both sides of the Phoomph. Depending on the pattern on the fabric, you may want to fold the Phoomph in half so you can lay the pattern on the fold (like our mermaid).
Use scissors or an awl to make a hole at each end of the wreath to accommodate a binding tape. Cut two 15” pieces of ribbon and tie at each end of the wreath. Place on child's head and tie around back to secure.
Add a big bow in the back and you have a fitted dress fit for a princess.
