Cut brown paper bags into flat pieces. Discard any that have pictures on them. Mix the water and paint together and paint the paper bags. The paint must be very watery. Let the bags dry completely.

When the bags are dry, cut the leaves into various sizes.

Use hot glue to adhere the leaves onto the wire.
