Since 1 st October 2007, new regulations concerning military relocation expenses apply. In 2009, two reimbursement ceilings were also set by the Ministry of Defence. Explanations and tips for comparing quotes.
The right to cubicage corresponds to the maximum volume that will be taken care of when the member moves. The calculation of the right to volume takes into account three criteria:seniority, family situation, number of dependent children or parents.
For soldiers with more than 15 seniority:
For members with less than 15 years of seniority:
For example, for a soldier with 18 years of seniority, married with three dependent children, the maximum volume covered is:25+20+5+5 =60m³. For a soldier with a PACS for 4 years with a dependent child, a housed parent and proof of 13 years of seniority, the calculation of rights is as follows:20+15+5+5 =45m³.
To determine the upper limit for reimbursing a member's moving expenses, a formula established by the Ministry of Defense must be applied:
Ceiling =(Volume X 46) + (Volume X Distance X (0.14 – (Volume – 1) X (Coefficient)) + Surcharge
In this formula, the volume corresponds to the actual volume to be moved. The distance is expressed in kilometers. The coefficient is determined in relation to the actual volume to be moved. A supplement applies per additional floor, beyond 4 floors.
To benefit from moving assistance, the military must make several requests for quotes from specialized companies. The cheapest quote will be accepted by their service. The State encourages the military to invest in finding quotes by offering them a negotiation incentive bonus corresponding to half the difference between the reimbursement ceiling and the lowest quote. For example, if the ceiling for reimbursement of moving expenses is 2800 euros and the cheapest estimate is 1800 euros, the soldier will obtain a bonus of 500 euros.
Once the estimate has been found, the soldier must send several documents to his service of attachment and in particular:a copy of the family record book, the invoice for the move, the transfer order, a copy of the consignment note. Thus, it is important to carefully compare military moving quotes before starting.
