This shows two things to choose from:either you forgot to apply the correct leaf fall and pre-bud treatments, or you have a very susceptible variety. Either way, there's not much you can do except pick off the damaged leaves and burn them. Bordeaux mixture treatments will prove useless now that the disease is declared.
Interesting results are obtained by spraying horsetail manure, in order to limit the damage. This same manure is used for diseases of the pear tree whose leaves do not support the copper in Bordeaux mixture.
It would seem - serious studies are currently being carried out by INRA on the vine it seems to me - that very slightly sweetened water (10 gr per 100 liters of water) would also have a fungicidal action.
